I heard about another Artificial Intelligence (AI) software called DAIN APP that can encode a video to 60 fps using frame motion interpolation, but it only works on Nvidia graphics cards because of the CUDA technology and it is very, very slow, even on high end cards. I researched and heard about Smooth Video Project (SVP) but that costs money apparently. You know, how you can take a 24 frames per second or 30 frames per second video and create new frames in-between each of the existing frames in the video so it looks nice and buttery smooth at 60 fps? Sometimes called the 'soap opera effect'. For a long time I had wanted to get frame motion interpolation working on my PC somehow.
